The Border Vaccine Financing (BVF) project examines how Thailand can strengthen access to routine immunization services for non-Thai, migrant, stateless, and cross-border children living along the Thailand–Myanmar border. Conducted by the National Health Foundation (NHF) with support from the Health Systems Research Institute (HSRI), the study focuses on five Thai border provinces and adjacent areas of Myanmar to assess vaccine demand, service delivery challenges, and sustainable financing options. The research responds to growing concerns about vaccine inequities, cross-border population movement, and emerging health security risks.
Using mixed methods research, the project combines population estimates, vaccine costing analyses, field visits, interviews, and stakeholder consultations with government agencies, healthcare providers, civil society organizations, migrant learning centers, and ethnic health actors. The study proposes practical policy options, including targeted outreach services, school-based vaccination approaches, and the establishment of a dedicated Border Vaccine Fund to improve vaccine access while strengthening Thailand’s long-term health security and child health outcomes.
